"Homebound" refers to a student who cannot attend school due to a medical condition for ten or more school days, therefore he/she receives instruction at home or a public location. Certified teachers will meet in the homes or in a public location of those students who qualify to provide instruction three hours a week unless an IEP states otherwise.
