Purpose:
The purpose of this manual is to provide practical guidance and recommendations to local education agencies in the development and implementation of individualized education programs (IEPs) for children with disabilities in Tennessee public schools. The guidance and recommendations in this manual are not legally mandated by federal or state special education statues or regulations for the provision of a free appropriate public education for any individual child. The ultimate determination regarding the specially designed instruction and related services necessary to ensure a free appropriate public education for an individual child with a disability is made by the child's IEP team.
